Assistant Director - Growth, Regeneration & Infrastructure
Client-Local Authority in Newham,East London
Contract: Initial 3 month contract (Full time 36 hours a week)
Pay Rate: 750 DAILY UMBRELLA
Working Arrangement: Hybrid – 2 days office based Dockside, Newham
Overview
A highly strategic leadership role responsible for shaping and delivering Newham's growth, regeneration and infrastructure agenda. The postholder will lead borough-wide planning, regeneration, housing delivery and infrastructure programmes, ensuring growth translates into tangible benefits for residents, including housing, economic opportunity and improved places.
Key Responsibilities
- Develop and lead Newham's long-term growth and infrastructure strategy.
- Provide overall leadership for growth, regeneration, housing and infrastructure programmes.
- Oversee major regeneration and infrastructure projects, ensuring delivery at pace and scale.
- Act as the Council's senior representative with developers, investors, infrastructure providers and public-sector partners.
- Manage and oversee significant capital investment, external funding streams and developer contributions.
- Secure funding and investment to support economic growth and infrastructure development.
- Advise elected members and senior leadership on strategic growth, risk and investment decisions.
- Drive organisational transformation and service improvement across the portfolio.
Knowledge & Expertise
- Deep understanding of regeneration, development, planning policy, infrastructure delivery and economic growth in a complex urban environment.
- Strong knowledge of housing delivery, investment strategies, funding mechanisms and development viability.
- Commercially astute with strong financial and risk management capability.
Skills
- Strategic leadership across large, complex portfolios.
- Ability to influence senior stakeholders, government bodies, developers and investors.
- Excellent negotiation, decision-making and partnership management skills.
- Comfortable operating in a political environment and managing competing priorities.
Experience Required
- Significant senior leadership experience within regeneration, development, planning or infrastructure.
- Track record of delivering major growth or regeneration programmes.
- Experience managing substantial budgets, performance and organisational risk.
- Experience advising executive leadership and elected members.
Qualification
- Relevant professional qualification or equivalent senior leadership experience in regeneration, development, planning, infrastructure or growth-related disciplines.
