Contracts Manager (Highways & Environment)

Our client is seeking an experienced Contracts Manager to support the procurement, mobilisation, and delivery of major outsourced contracts across highways and environmental services.

This is a fantastic opportunity to join a high-profile programme at a critical stage, supporting the procurement of a new highways contract while also contributing to wider environmental and leisure-related contracts. The role offers the potential for a longer-term assignment beyond the initial procurement phase, including contract mobilisation and ongoing contract management.

Key Responsibilities

Lead and support the procurement and delivery of major highways and environmental service contracts. Manage procurement activities, tender preparation, and contract implementation processes. Work closely with consultants responsible for technical specifications, schedules, and procurement documentation. Support the transition from procurement through to mobilisation and operational delivery. Manage stakeholder relationships throughout the procurement and contract life-cycle. Oversee contract delivery, ensuring objectives, milestones, and performance standards are achieved. Support future procurement and contract management activities across additional service areas, including leisure services. Work alongside internal teams, consultants, and external providers to ensure successful service delivery. Contribute to strategic planning relating to long-term contract arrangements and service improvements.

About You

Strong background in procurement and contract management. Experience delivering or managing highways, environmental, infrastructure, or public sector service contracts. Understanding of procurement regulations, tender processes, and contract mobilisation. Experience working with consultants, contractors, and key stakeholders. Ability to manage multiple work-streams and deliver projects to tight deadlines. Strong commercial awareness and contract management experience. Excellent communication and stakeholder management skills.
