Facilities Management Lead
Swindon Borough Council Swindon, Wiltshire £500 per day - Inside IR35 Initial 4-month contract
Carrington West is working with Swindon Borough Council to appoint an experienced Facilities Management Lead to manage the Council's operational estate of approximately 30 properties.
This is a key operational leadership role with responsibility for facilities management, statutory compliance, maintenance, contractor performance and the day-to-day running of the Council's buildings.
The Role
Key responsibilities include:
- Leading the day-to-day Facilities Management service across the operational estate
- Managing planned preventative maintenance, reactive repairs and building compliance
- Leading and developing the FM Support and Multi-Skilled Operative teams
- Ensuring compliance across health and safety, fire safety, water hygiene, COSHH and statutory building requirements
- Managing FM contractors and service providers, including cleaning, waste and maintenance contracts
- Leading procurement, contract management and performance against agreed KPIs and service levels
- Managing operational risks, compliance records and monthly reporting to senior management
- Overseeing budgets, cost control, invoicing and value for money across FM services
- Coordinating office moves, space planning and workplace improvements
- Leading business continuity, emergency response and incident management across the estate
About You
You will be an experienced Facilities Management professional with a strong background in managing operational buildings, compliance and contractor performance. You will ideally demonstrate:
- Significant facilities and building management experience
- Strong knowledge of statutory compliance, health and safety and risk management
- Experience managing PPM, reactive maintenance and FM contracts
- Strong leadership and team management skills
- Experience of procurement, budgets and contractor KPI management
- The ability to prioritise competing operational demands and respond effectively to emergencies
- Excellent stakeholder and customer management skills A qualification in Facilities Management, Building Services or a related discipline is preferred, alongside relevant health and safety knowledge such as IOSH or NEBOSH. A full UK driving licence and access to a vehicle are required due to the multi-site nature of the role.
