Head of Projects

We are seeking a Head of Projects to lead a defined Government project function, account or programme team, translating the Pan‑Government Projects strategy into safe, compliant and commercially successful delivery. The role is responsible for establishing team structures, resource plans, governance routines and operational controls to deliver a varied portfolio of lifecycle, capital, construction and framework opportunities. We are looking for a strategic and experienced leader who can ensure the consistent application of ISS project standards while adapting delivery to client and contract requirements. The successful candidate will be accountable for portfolio performance, project pipeline management, forecasting, resource utilisation, commercial discipline, HSEQ and statutory compliance, stakeholder confidence, risk escalation and the development of project capability across the team.

• Lead the safe, compliant and commercially successful delivery of the Government project portfolio.
• Translate strategy, policies and project standards into effective delivery structures, controls and governance.
• Manage portfolio pipeline, forecasting, capacity planning and resource utilisation.
• Oversee project governance, performance reporting, risk management and decision‑making.
• Maintain strong commercial control, including forecasting, change management and supplier performance.
• Ensure compliance with HSEQ, CDM 2015, the Building Safety Act 2022 and other statutory requirements.
• Build strong relationships with clients, account leaders and internal stakeholders to support growth and delivery.
• Lead, coach and develop project teams, fostering high performance and future capability.

• Leadership experience within construction, capital projects, facilities management or a similar multi‑project environment.
• Proven success delivering complex projects or programmes through the full project lifecycle.
• Strong commercial and financial management skills, including forecasting, cost control and change management.
• Sound knowledge of HSEQ, CDM 2015, the Building Safety Act 2022 and related statutory requirements.
• Experience implementing project governance, reporting and assurance processes across multiple projects.
• Ability to influence senior stakeholders and lead effectively within a matrix organisation.
• Strong people leadership and talent development skills, including coaching and succession planning.
• Excellent communication and presentation skills, with experience reporting to senior forums.
• Degree-level qualification or equivalent professional experience in a relevant discipline.
