Job Title: HR Supervisor - Learning & Development
Organisation: Northern Ireland Assembly
Contract: Full Time Hours - Sept 2026 - March 2027 contract duration - scope for extension
Salary: AG7 - £36,122 per annum
We are partnering with the Northern Ireland Assembly to appoint an experienced HR Supervisor within the specialism of Learning & Development.
As an HR Supervisor you will support the delivery of an effective Organisational Development and Learning service across the Assembly Commission. The successful candidate will coordinate learning and development activities, administer learning systems and processes, support the delivery of corporate learning programmes and contribute to the development of a culture of continuous learning and professional development.

Willingness to complete a Basic Access NI checkEssential Qualifications
CIPD Level 3 Diploma in Human Resource ManagementAND At least two years experience of:
a) Supporting the administration, coordination or delivery of learning and development programmes
b) Using effective verbal and written communication skills to provide advice, guidance and support to staff, managers and stakeholders.
c) Developing and maintaining effective working relationships with internal and external stakeholders to deliver a quality learning and development service.
d) Administering or supporting a Learning Management System or equivalent digital learning platform, including maintaining learner records, managing learning content, supporting users and producing reports.OR
At least four years experience in the areas outlined at points a) to d) above.Role Responsibilities
Support the planning, organisation and co-ordination of learning and development programmes, workshops, webinars and other learning interventions.
Act as the first point of contact for learning and development enquiries from staff, managers and external providers.
Administer the Learning Management System (LMS), including maintaining learner records, managing user access, uploading content, creating learning pathways and supporting system users.
Monitor learning participation, completion rates and compliance requirements and prepare accurate management information and reports.
Co-ordinate learning events including scheduling, venue arrangements, communications, registration and evaluation activities.
Process learning and development applications, bookings, invoices and procurement documentation
Support the delivery of leadership, management, wellbeing and organisational development initiatives
Maintain accurate learning and development records and management information in accordance with data protection requirements.
Research learning trends, good practice and innovative approaches
Support corporate initiatives that promote employee engagement & wellbeing
