IT Procurement Manager (12 Month FTC) - Belfast

Salary: Up to £60K + Bonus + Benefits

The Opportunity:

An exciting opportunity has arisen for an experienced Technology Procurement professional to join the global Procurement function of a major international financial services organisation on a 12-month fixed-term contract .

Operating within a complex, technology-led and highly regulated environment, you will play a key role in shaping and delivering the organisation's Technology procurement strategy, working across significant areas of third-party spend including Software, SaaS, Cloud, Infrastructure, Telecommunications, Managed Services and IT Professional Services .

This is a highly commercial role combining strategic category management, complex sourcing and negotiation, supplier management and procurement transformation .

Working closely with senior Technology, Finance and business stakeholders, you will help drive greater commercial value from the organisation's global supplier landscape while improving performance, resilience and third-party risk management.

What You'll Be Doing:

Reporting into senior Procurement leadership, you will take responsibility for a portfolio of strategic Technology procurement activity, including:

• Supporting the development and implementation of a multi-year Technology Category Strategy , including supplier segmentation, consolidation opportunities and strategic sourcing initiatives.
• Developing category and sourcing plans that deliver measurable improvements across cost, performance, service and risk .
• Leading end-to-end strategic sourcing projects , from demand definition and market engagement through competitive tendering, benchmarking, negotiation and contract award.
• Managing complex and high-value commercial negotiations with major technology suppliers.
• Partnering with Technology, Finance and business stakeholders to understand requirements and identify opportunities for commercial optimisation.
• Providing market intelligence and supplier insights to Procurement and senior stakeholders.
• Identifying opportunities to optimise the organisation's Technology supplier landscape and drive greater value from existing supplier relationships.
• Supporting effective supplier governance, performance management and Preferred Supplier arrangements .
• Ensuring appropriate Third-Party Risk Management activities are completed throughout the procurement lifecycle.
• Supporting effective management of Technology contracts and associated contract data.
• Developing appropriate procurement metrics, MI and reporting to support effective decision-making.
• Contributing to wider Procurement transformation, continuous improvement and innovation programmes .
• Supporting supplier onboarding, ongoing governance and appropriate offboarding at contract termination.

What We're Looking For:

• Strong Technology category expertise across areas such as Software, SaaS, Cloud Services, Infrastructure, Telecommunications, Managed Services and/or IT Professional Services .
• A proven track record of leading complex end-to-end sourcing and procurement programmes .
• Strong commercial negotiation skills and experience negotiating high-value Technology contracts.
• Evidence of delivering measurable cost optimisation, commercial value, risk reduction and service improvements .
• Experience developing and executing category strategies aligned with wider business objectives.
• Excellent stakeholder management skills, with the ability to influence senior stakeholders across Technology, Finance and the wider business .
• Strong supplier relationship and performance management experience.
• Good analytical capability, including the ability to use spend data, supplier intelligence and market insight to inform commercial decisions.
• The ability to manage multiple projects and priorities within a fast-paced, evolving environment.

Particularly Relevant Experience:

Candidates with experience in some of the following areas would be particularly well suited:

Software Licensing & SaaS | Cloud & Infrastructure | IT Outsourcing | Managed Services | IT Professional Services | Technology Supplier Management | Third-Party Risk | Cloud Cost Optimisation | FinOps

Previous experience within Financial Services, Capital Markets, Professional Services or another complex regulated environment would be advantageous, although strong Technology Procurement experience from other sophisticated enterprise environments will also be considered.

Exposure to cloud commercial models, FinOps, Third-Party Risk Management, procurement transformation and Contract Lifecycle Management (CLM) would also be beneficial.

A professional procurement qualification such as MCIPS is desirable but not essential.
