Programme Manager
PO8 Fixed Term 2 Years
To deliver on our ambitious agenda, we have a number of high-profile political priorities which we are looking to accelerate. In order to drive forward on these key programmes of work, we are recruiting Programme Managers to work closely with senior officers and the political leadership of the council to deliver on key strategic programmes:
Culture Walthamstow: Developing Walthamstow into a premier cultural destination where creativity, culture and entertainment is accessible for all residents and visitors. Using culture as an engine for a diverse creative economy, building on the imminent opening of Soho Theatre Walthamstow and the Blackhorse Road Creative Enterprise Zone
University of Portsmouth: Creating a community focussed civic offering in partnership with the University of Portsmouth – putting Waltham Forest residents at the heart of a new London Campus in the borough. Harnessing the opportunities created by the borough’s first higher education offering to maximise borough-wide impact and raise aspirations
Sport and Leisure: Build on the Olympic legacy to create a truly connected and integrated collection of world class venues and act as a catalyst to address health inequalities in the borough, driving improvement in the mental and physical health of all residents through the power of sport and exercise – from the highest professional levels to grassroots community participation
You will provide strategic thinking and programme management to drive the best possible outcomes for residents. You will take a leadership role within the team, influencing and managing stakeholders at all levels of the organisation and partners and use your excellent analytical, problem-solving and communication skills to drive transformation on this set of key Council priorities.

Able to work at a fast pace to propose and translate concepts into implementation and delivery
Demonstrable experience of effectively across multiple teams and navigate a complex stakeholder environment, working with both public and private sector partners
Be politically astute and deliver projects in political environments
Track record of designing and delivering complex programmes or initiatives
Solid programme management skills with a focus on delivery
