Job Title: Systems & Compliance Manager. (Electrical Principal Duty Holder & Apprentice Coordinator)

Direct Reports: Systems and Compliance Coordinator, apprentices and trainee engineers as assigned

Main Purpose of the Role

The Systems and Compliance Manager leads the Newcastle Office compliance function and provides independent assurance to the Operations Director that operational activities meet statutory requirements, company management systems and applicable industry standards.

The role owns the local quality, health, safety and environmental management systems, coordinates audit and corrective action activity, supports electrical governance and NICEIC accreditation, oversees apprentice development and drives practical improvement across projects and office functions.

Where the postholder is formally appointed and accepted as Principal Duty Holder or Qualified Supervisor, the relevant technical responsibilities form part of the role.

Key Responsibilities

Management Systems

• Maintain and continually improve the local arrangements supporting ISO 9001, ISO 14001 and ISO 45001.

• Ensure procedures, registers, records and controls remain current, proportionate and consistently applied.

• Monitor changes in legislation, standards and client requirements and coordinate approved business actions.

• Provide the Operations Director with clear compliance reporting, risks, overdue actions and recommended priorities.

Electrical Governance and NICEIC

• Maintain arrangements that support compliance with BS 7671, NICEIC scheme requirements and applicable electrical legislation.

• Coordinate NICEIC assessment preparation, surveillance evidence, certification controls and follow-up actions.

• Review electrical compliance performance and provide competent technical guidance within the authority of the role.

• Verify that people undertaking electrical work are appropriately qualified, experienced, supervised and authorised.

• Carry out Principal Duty Holder or Qualified Supervisor responsibilities only when formally appointed and accepted for those duties.

Health Safety and Quality

• Support implementation of company health, safety, environmental and quality policies.

• Plan and undertake site inspections and compliance reviews, support company Health and Safety Manager

• Lead or support incident and non-conformance investigations in line with competence and appointment.

• Promote learning from audits, incidents, defects and client feedback.

Project and Operational Assurance

• Support project mobilisation and confirm that required compliance controls are established.

• Review project documentation and evidence for compliance with company and client requirements.

• Advise project teams on corrective action, document control and assurance priorities.

• Identify recurring issues across projects and lead agreed improvement activity.

Stakeholder Management

• Work closely with the Operations Director, Operations Managers, project teams, commercial teams and group compliance functions.

• Represent company professionally during audits, inspections, assessments and client meetings.

• Maintain effective working relationships with NICEIC, certification bodies, the HSE, training providers, clients and main contractors where required.

Authority and Accountability

• Has direct access to the Operations Director for significant compliance and technical concerns.

• May require corrective action, additional evidence or escalation where work does not meet approved requirements.

• Must work within the limits of personal competence, formal appointment and company authority.

• Must not undertake Principal Duty Holder or Qualified Supervisor duties unless the relevant appointment and external acceptance are in place.

• Remains accountable for the accuracy of compliance reporting and for timely escalation of material risks.

Essential Qualifications

• NVQ Level 3 in Electrical Installation or an equivalent recognised qualification.

• Current BS 7671 qualification.

• Inspection and Testing qualification appropriate to the work undertaken.

• ECS Gold Card.

• SMSTS

• IOSH Managing Safely, NEBOSH General Certificate or an agreed equivalent.

• ISO 9001 internal auditor qualification or equivalent practical audit competence.

• Full UK driving licence

Desirable Qualifications

• HNC or HND in Building Services Engineering, Electrical Engineering or a related discipline.

• ISO 9001, ISO 14001 or ISO 45001 lead auditor qualification.

• Membership of the IET, IOSH, CQI or another relevant professional body.

• Teaching, assessing, coaching or mentoring qualification.

Essential Experience

• Managing compliance or assurance activity within building services, construction or a comparable regulated environment.

• Maintaining and auditing ISO management systems.

• Planning audits, writing clear reports and driving corrective actions to effective closure.

• Applying electrical standards and supporting NICEIC accreditation or an equivalent certification scheme.

• Providing credible advice to operational and project teams while maintaining independent judgement.

• Mentoring apprentices, trainees or developing professionals.

• Preparing management information and escalating significant risks to senior leaders.

Knowledge

• ISO 9001 quality management, ISO 14001 environmental management and ISO 45001 occupational health and safety management.

• BS 7671 Wiring Regulations and relevant electrical safety legislation.

• NICEIC scheme, certification and assessment requirements relevant to the business scope.

• CDM Regulations and relevant duties under the Building Safety Act.

• Internal audit methods, root cause analysis, corrective action and risk management.

• Apprentice development, competence management and effective workplace mentoring.

• Document control, common data environments and compliance management systems.

Working Arrangements

Based at the Newcastle Office with regular travel to project sites, regional offices, external assessments and training providers throughout the UK North region
