About the Role

We are seeking an experienced Transport Planner with a strong understanding of the UK town and country planning system and demonstrable experience in supporting land and property development projects through the planning process, from initial feasibility and transport assessment through to the grant of planning permission.

This is a specialist transport planning and development planning role, rather than a general project planning position. The successful candidate will have a proven track record of providing transport planning advice in support of planning applications and working with developers, local planning authorities and other stakeholders to secure planning consent.

Key Responsibilities

Provide specialist transport planning advice in relation to development proposals and land promotion. Assess the transport implications of proposed developments and identify appropriate mitigation measures. Prepare, review and coordinate Transport Assessments, Transport Statements, Travel Plans and related transport documentation. Support the progression of development sites through the UK planning system, from initial site assessment and feasibility through to submission and determination of planning applications. Advise on transport-related planning requirements and engage with Local Planning Authorities, National Highways, Highway Authorities and other relevant stakeholders. Liaise with highways and transport officers to resolve technical issues and overcome objections to development proposals. Provide input into planning strategies and the preparation of planning application submissions. Assist with negotiations relating to transport and highway matters, including Section 106 obligations, Section 278 agreements and highway mitigation where appropriate. Review development proposals, access arrangements, trip generation, traffic impact and sustainable transport considerations. Work collaboratively with planning consultants, engineers, architects, developers and other professional advisers. Provide clear technical advice to clients and colleagues on transport matters affecting the delivery of development sites. Help identify and resolve transport-related issues that could affect the viability or deliverability of a planning application.

Essential Experience

The successful candidate will have:

Significant professional experience in transport planning, preferably within a consultancy, developer or local authority environment. A strong working knowledge of the UK town and country planning system. Demonstrable experience of supporting development projects and planning applications through to the grant of planning permission. Experience of preparing or overseeing Transport Assessments, Transport Statements, Travel Plans and other transport planning documentation. Experience dealing with Local Planning Authorities and Highway Authorities on development proposals. A good understanding of UK planning policy and the relationship between transport, highways and development planning. Experience assessing the transport implications of development sites and advising on appropriate mitigation. Strong written and verbal communication skills, with the ability to explain technical transport matters clearly to clients and planning professionals. The ability to manage multiple projects and work effectively with multidisciplinary teams.

Desirable

Degree or equivalent qualification in Transport Planning, Transport, Civil Engineering, Geography, Planning or a related discipline. Membership of a relevant professional body, such as CIHT, TPS or RTPI. Experience working on residential, commercial, mixed-use or strategic land development projects. Experience with development access, traffic modelling, junction assessment and sustainable transport strategies. Experience of working on projects from initial land promotion/feasibility through to planning consent.

Important Distinction

This role is not a general project planner or project management position. We are specifically seeking someone with a professional transport planning background, combined with practical experience of the UK development planning system and the delivery of transport aspects of planning applications.

The ideal candidate will therefore be able to demonstrate not simply experience of managing projects, but hands-on transport planning experience and a track record of using that expertise to help secure planning permission for development sites.
