Job overview

An exciting opportunity has arisen for an experienced and highly motivated Shared Patient Record Technical Programme Manager to provide strategic and operational leadership for the Hertfordshire and West Essex Shared Patient Record service.

Hosted by West Hertfordshire Teaching Hospitals NHS Trust, the service enables health and care professionals across multiple organisations to access relevant patient information safely and securely, supporting more coordinated, effective and person-centred care. The programme is entering an important phase of development as it transitions to a new operating model and aligns with wider regional and national ambitions for interoperability and a future Single Patient Record.

The post holder will lead a complex portfolio of digital and interoperability developments, overseeing programme governance, service performance, supplier and contract management, financial planning, stakeholder engagement, risk management and benefits realisation. They will work closely with clinical, operational, digital, technical and information governance colleagues, alongside Integrated Care Boards, partner organisations and technology suppliers.

Main duties of the job

The role will also contribute to shaping the future direction of shared records across the Central East geography, supporting greater alignment between existing Shared Care Record environments and emerging NHS Single Patient Record priorities.

We are seeking an influential and credible senior leader with substantial experience of delivering complex digital, interoperability or transformation programmes within the NHS or a similarly regulated environment. The successful candidate will combine strong programme and commercial management skills with excellent stakeholder engagement, strategic thinking and the ability to translate complex requirements into deliverable plans and measurable outcomes.

This is a significant opportunity to shape a strategically important digital service and improve how information is shared across organisational boundaries to support better care for patients and communities.

The post holder will provide strategic and operational leadership for the Hertfordshire and West Essex Shared Patient Record service, ensuring its continued delivery, development and optimisation across health and care organisations.

Detailed job description and main responsibilities

Working with clinical, operational, digital, technical and information governance colleagues, the post holder will lead a complex portfolio of interoperability developments and translate system priorities into clear, deliverable plans. They will oversee programme governance, performance, risks, dependencies, finances, resources, benefits realisation and reporting, ensuring that agreed outcomes are achieved.

The role will manage the Shared Patient Record development pipeline, assessing and prioritising new requirements according to patient benefit, clinical risk, strategic alignment, technical feasibility, affordability and available capacity. The post holder will lead discovery and scoping activity, develop business cases and options appraisals, and present recommendations to senior governance and funding groups.

They will manage key supplier and contractual relationships, including the Oracle Health Cerner interoperability platform, ensuring effective service performance, contractual compliance and value for money.
The post holder will build strong relationships with provider organisations, Integrated Care Boards, suppliers and regional and national NHS bodies. They will represent the service at relevant forums and act as a senior subject matter expert for shared records and interoperability.

They will also support Central East partners to develop a coherent roadmap across the three Shared Care Record environments, identify opportunities for alignment and convergence, and ensure local plans remain aligned with emerging NHS Single Patient Record priorities

• Provide strategic and operational leadership for the Shared Patient Record service and its multidisciplinary team.
• Lead the delivery, development, optimisation and adoption of shared-record and interoperability services across partner organisations.
• Develop and maintain the programme roadmap, translating strategic priorities into deliverable plans and measurable outcomes.
• Manage programme governance, reporting, risks, issues, dependencies, resources, budgets and benefits realisation.
• Assess and prioritise new requirements and enhancements based on patient benefit, clinical safety, strategic alignment, technical feasibility, affordability and available capacity.
• Lead discovery and scoping activities, develop business cases and options appraisals, and present recommendations to senior governance and funding groups.
• Manage the Shared Patient Record development pipeline, balancing competing demands across multiple health and care organisations.
• Oversee supplier, contract and commercial relationships, including the Oracle Health Cerner interoperability platform, ensuring performance, compliance and value for money.
• Build effective relationships with clinical, operational, digital, technical and information governance colleagues, Integrated Care Boards, provider organisations, suppliers and national NHS bodies.
• Chair or contribute to programme boards, stakeholder groups and regional and national interoperability forums.
• Ensure that solutions are safe, secure, compliant, scalable and aligned with relevant information governance, clinical safety and interoperability standards.
• Monitor service performance, adoption, utilisation and outcomes, using evidence and feedback to drive continuous improvement.
• Support the development of a coherent interoperability strategy across the Central East Shared Care Record environments and alignment with emerging NHS Single Patient Record priorities.
• Provide expert advice, clear reports and senior-level briefings on programme performance, investment requirements, risks, opportunities and future direction.

Working hours are Mon – Friday full time 37.5 hours. Hybrid working will be considered, On Site presence at WHTHT is required.

Person specification

Education

• Master's degree or equivalent level qualification in Digital Health, Health Informatics, Information Technology, Business Management, Programme Management, Leadership, Healthcare Management or a related discipline, or equivalent experience operating at a senior strategic level within a complex healthcare environment.
• Evidence of significant continuing professional development in digital transformation, interoperability, programme management, leadership or information technology disciplines.
• Postgraduate qualification, professional certification or equivalent experience in programme management, change management, digital transformation, information technology, interoperability or service improvement.
• PRINCE2 Foundation Qualified
• Business case development certification e.g. Better Business Cases Certification

Knowledge

• Proven track record of delivering complex digital, interoperability or transformation programmes across multiple organisations and service areas.
• Extensive knowledge of Shared Care Records, interoperability technologies, data-sharing frameworks and health and care information exchange across multiple provider organisations and technology platforms.
• Strong understanding of NHS digital transformation, Integrated Care Systems, national interoperability policy and the emerging NHS Single Patient Record (SPR) agenda.
• Significant experience of supplier, contract and commercial management, including managing technology vendors, service agreements, development roadmaps and associated financial planning.
• Comprehensive knowledge of information governance, data protection, business case development, benefits realisation and governance processes within complex healthcare environments.

Experience

• Significant experience of leading and delivering complex digital, interoperability or transformation programmes across multiple organisations and stakeholders.
• Demonstrable experience working at a senior leadership level within healthcare, digital transformation, interoperability, information management or information technology services.
• Proven experience of working within the NHS, health and care sector, or similarly complex regulated environments, delivering technology-enabled service improvements.
• Demonstrable experience of leading multidisciplinary teams and coordinating clinical, operational, technical, information governance and supplier resources to deliver strategic outcomes.
• Proven experience of managing programme budgets, supplier contracts, business cases, resources, risks and benefits realisation to ensure successful delivery and value for money.
• Experience of presenting complex technical, financial and strategic information to a range of audiences, including senior leadership teams, boards, governance groups and external stakeholders.
