The successful candidate will take responsibility for the operational performance, statutory compliance and professional leadership of a broad Environmental Health service, managing approximately 5–6 direct reports and overseeing a wider team of around 30 staff.
As this appointment provides temporary cover for an existing senior manager, applicants must be capable of hitting the ground running, providing confident leadership and making informed regulatory decisions from the outset.
## Key Responsibilities
Lead and manage the Environmental Health service, ensuring effective operational delivery and statutory compliance.
Provide professional oversight across Food Safety, Environmental Protection, Public Protection, Noise and Nuisance, Air Quality, Public Health and Workplace Health & Safety.
Oversee regulatory investigations, enforcement proceedings, prosecutions and complex statutory decision-making.
Manage service performance, budgets, operational priorities and improvement programmes.
Provide leadership, direction and professional support to managers and frontline officers.
Develop and implement service plans, policies, procedures and performance monitoring arrangements.
Ensure compliance with relevant environmental health legislation and regulatory frameworks.
Build effective relationships with elected Members, senior management, external agencies and partner organisations.
Represent the service at meetings, committees and legal proceedings where required.
Oversee contractor performance, resource management and service improvement initiatives. ## Essential Requirements
Qualified Environmental Health Officer with substantial post-qualification experience. Relevant degree or equivalent professional qualification, together with postgraduate qualification and membership of a recognised professional body. Significant experience managing an Environmental Health, Public Protection or Regulatory Services function within a Local Authority. Proven ability to lead and develop multidisciplinary teams, including performance management. Strong knowledge of Environmental Health legislation, regulatory enforcement and statutory responsibilities. Experience managing budgets, service performance and operational resources. Excellent communication, stakeholder management and decision-making skills. Understanding of Local Authority governance, political sensitivities and working with elected Members. Ability to operate independently and provide immediate professional leadership. Full UK driving licence and access to a vehicle insured for business use. (insurance can be applied retrospectively) ## Desirable Experience
Strong technical background in Noise and Nuisance enforcement. Experience working within a large or urban Local Authority. Previous appointment as a Head of Environmental Health, Environmental Health Manager, Public Protection Manager or Regulatory Services Manager. Experience overseeing complex investigations, prosecutions and service improvement programmes.
## Working Arrangements
This position offers a hybrid working arrangement, requiring three days per week on-site in Milton Keynes, with the remaining two days worked remotely. The initial contract is for four weeks, covering a period of staff absence, with the possibility of extension depending on operational requirements. Applicants should be comfortable taking responsibility for a substantial service and providing effective leadership from the beginning of the assignment.
