Location: Birkenhead, Merseyside Pay Rate: £449.92 per day (Umbrella) Organisation: Cheshire & Merseyside Regional Care Cooperative Contract: Interim / Temporary

About the Role

We are seeking an experienced and dynamic Head of Service – Home Again to provide strategic and operational leadership for an innovative regional programme across Cheshire and Merseyside.

The Home Again Programme supports children and young people with complex needs, including those subject to Deprivation of Liberty (DoL) orders or at risk of placement breakdown, restrictive care arrangements and escalation into high-cost specialist provision.

You will lead the mobilisation and delivery of a regional service model, driving improvements in outcomes for vulnerable children and young people through effective partnership working across children's social care, health, education and youth justice.

Key Responsibilities

• Lead the strategic development, mobilisation and delivery of the Home Again Programme.

• Establish and develop a high-performing multidisciplinary workforce.

• Drive service improvement, innovation and transformational change.

• Build strong partnerships with local authorities, NHS organisations, education, youth justice and commissioning teams.

• Develop effective referral pathways, assessment processes and intervention models.

• Lead governance, performance management, quality assurance and outcomes monitoring.

• Manage budgets, resources and strategic risks, ensuring value for money and sustainability.

• Ensure compliance with safeguarding, statutory and regulatory requirements.

Essential Experience

• Significant senior leadership experience within children's social care or a related health and social care setting.

• Proven experience leading complex services and delivering transformational change.

• Strong knowledge of safeguarding, children with complex needs and placement sufficiency.

• Extensive partnership and system leadership experience.

• Excellent strategic, financial and operational management skills.
