Job Description
Head of Service – Home Again
Location: Birkenhead, Merseyside Rate: £449.92 per day (Umbrella) Organisation: Cheshire & Merseyside Regional Care Cooperative
We are seeking an experienced and ambitious Head of Service – Home Again to provide strategic and operational leadership for an innovative regional programme supporting some of the most vulnerable children and young people across Cheshire and Merseyside.
This is an exciting opportunity to lead the mobilisation and delivery of a transformative service focused on improving outcomes for children and young people with complex needs, including those subject to Deprivation of Liberty (DoL) orders or at risk of restrictive care arrangements, placement instability and escalation into high-cost specialist provision.
Working collaboratively with local authorities, NHS partners, education, youth justice and other key stakeholders, you will establish and develop a sustainable regional operating model, lead a multidisciplinary workforce and drive improvements in service quality, sufficiency and outcomes.
Key Responsibilities
- Provide strategic leadership and oversee the mobilisation and delivery of the Home Again Programme.
- Develop effective service models, referral pathways, assessment processes and interventions.
- Lead and develop a high-performing multidisciplinary workforce.
- Build strong partnerships across children's social care, health, education and youth justice.
- Establish robust governance, safeguarding, quality assurance and performance management arrangements.
- Manage budgets, resources, programme risks and benefits realisation.
- Drive innovation, service improvement and sustainable alternatives to restrictive care.
The Ideal Candidate:
You will be an experienced senior leader with a strong background in children's services, ideally within local authority or integrated health and social care environments. You will have a proven track record of leading complex transformation programmes, managing multidisciplinary teams, influencing senior stakeholders and delivering improved outcomes for children and young people with complex needs.
You will bring exceptional partnership-working, strategic leadership, programme management and change management skills, alongside a strong understanding of safeguarding, statutory responsibilities and commissioning.
This is a fantastic opportunity to shape and lead a flagship regional programme, influencing how services support children and young people with the most complex needs.
Mandatory: Must have a UK passport or a full right to work in the UK.
