Project Manager/ Business Analyst Band 7
Combination of a Business Analyst role and Project Manager role

£24.45 per hour
37.5 hours per week
Main Purpose
To engage, negotiate, influence and gain consensus with a wide range of stakeholder to identify, document, articulate and prioritise Service requirements, new workflows, process models, reports, data sets and interfaces across complex clinical and non-clinical areas and interdependent programmes of work.
The Project Manager will take responsibility for the management and delivery of small to medium-sized ICT projects across HSCNI. They will deliver ICT projects to time and budget in line with approved standards. The Project Manager will work with key stakeholders for each project delivered. They will facilitate transformation and change in relevant service areas.
Main Roles and Responsibilities
Service Delivery
- Provide specialist advice, create strategies, options and a recommendation on strategies for the analysis and documentation of highly complex clinical and administrative workflows, information, data collection and/or reporting requirements.
- Lead in the analysis and documentation of complex clinical and administrative workflows, information, data collection and/or reporting requirements.
- Lead the workstream on the identification of Service requirements, workflows and processes and present this complex information in an easily digestible format for prioritisation with large groups of clinical and non-clinical users.
- Influence, negotiate and resolve complex queries to achieve sign off of deliverables in a highly complex and interdependent Clinical Service and non-clinical governance structure.
- Plan, develop, manage, review and own the overall solution information repository which will cross all medical specialty areas and key technical areas including data migration, complex interfaces, system infrastructure and operational readiness.
- Design, implementation and review of Authority specific configuration items to meet Authority requirements for the new system. Take a lead role in testing the system to ensure it is safe, usable, secure and robust.
- Lead the Authority testing activity ensuring it is completed, tracked and is consistent with critical business deadlines.
- Review and track Vendor testing activity ensuring it is completed, tracked and is consistent with critical business deadlines.
- Lead the analysis and review of test progress and variances/tolerances to deal with any risks or issues highlighted through testing by the Testing Teams escalating to the appropriate level when required.
- Provide specialist advice, guidance and training to less experienced colleagues.
- Create, develop and manage the analysis project plan in order to meet tight programme constraints and deadlines, sequencing activities logically.
- Allocation of analysis and investigative tasks, assign owners and delegate responsibility for analysis and requirements gathering to external, Authority and Trust staff. Lead and co-ordinate highly complex technical interdependency activities with other Major Programmes and external suppliers.
- Lead and deliver small to medium sized ICT projects to time and budget as directed and advised. Work collaboratively with all stakeholders to develop business cases;
- Manage projects through the required formal approval stages such business case approvals.
- Develop plans and strategies for delivery of projects. Produce documentation and reports in line with BSO and HSC Standards and Practices as appropriate.
- Report project progress through Highlight Reports, Stage and Exception Plans as required;
- Collaborate effectively with vendors/third party suppliers in the procurement, implementation and transition of small to medium sized ICT Systems, Solutions and Services.
- Follow agreed procedures and specialist advice, such as legal or procurement services, as required to effectively deliver a project.
- Maintain Project Risks and Issue Logs. Liaise with Programme Managers and related projects to ensure that project deliverables are coordinated and duplication is avoided where possible.
Essential Criteria:

Degree/HND with 3 years relevant experience in an IT environment.
OR
Have worked for at least 4 years in a project management role within a major Organisation.
OR
5 years relevant experience in an IT environment.
Relevant experience is an ICT role or equivalent role i.e. Service Delivery Manager in an organisation with 50+ users. Years of experience is based on full time work.
OR
A university degree or professional qualification and have worked for at least 3 years' experience in a project management role within a major organisation;
AND
- Three years proven experience in an ICT Business Analyst or equivalent role An expert knowledge of the principles of ICT Business Analysis including the ability to analyse, write and review complex technical documentation e.g. system specifications, technical reports.
- An understanding of the main principles of project management.
- Have worked with a range of internal and external stakeholders to achieve successful outcomes.
- Excellent communication skills to meet the needs of the post in full.
- Definition of test conditions and analysis and reporting of test activities and results.
- A good working knowledge of Microsoft Office applications including Word, Visio, PowerPoint and Excel.
- Ability to provide ICT technical advice/guidance at a level of detail that the recipient can understand.
- This ranges from an individual level to giving presentations to large groups of multidisciplinary stakeholders where intricate and/or technical information has to be explained in layman's terms.
- Have experience of leading ICT supported projects with a budget of over £50,000.
- Have previous experience utilising a project methodology (e.g. PRINCE 2, other similar methodology).
- Have at least 2 years' experience managing teams
